TLDR : Answer Summary
The inquiry revolves around whether one can apply for the Long-Term Stay (LTR) visa while currently in Thailand or if the application must be made from outside the country. Comments clarify that the application can indeed be submitted from anywhere, including Thailand, through the BOI (Board of Investment) website. Additionally, an alternative visa option, the DTV, is suggested as being easier and more cost-effective.
Definitely recommend picking it up in Bangkok, that way you have the stamp in your passport, and you don't have to pay an inflated embassy price. For example the Embassy at Washington DC is currently charging $1600 for the LTR, which is about 56,000 baht at current exchange rate. If you do it in Bangkok you pay exactly 50,000 baht to immigration.
I am watching the visa and tax system with interest. I think Gov has shot themselves in the foot, I suspect changes are coming especiially to the retiree portion of the LTR.
there will be an exodus of retiree because of the new tax laws. TH want to make it easier for people to spend their money in Thailand, why make so strict rules for retiree's. If people want tax free status, you need to buy a condo for usd250k, this is crazy, and have a pensiob income of usd4k per month why? Scrap these stupid requirements.

I agree. Retirees and those who married Thai provide a base of revenue every day in communities throughout Thailand. The tourists come during good seasons, spend money at tourist shops/venues, and run scared with incidences. We should be more appreciated and given more benefits and less paperwork. Those with DTVs, O-As, O-Xs, Os -retirement/marriage, and the Elite visas are going to be in for a great surprise in 2025 with Thai taxes. The do not believe the Thais are serious, and most have a poor understand of their respective DTTs and the paperwork/documentation required to address both countries’ taxation and tax credits.
The change to the tax laws will not affect most retirees. Many are protected by their individual DTAs. It's unlikely they'll even have to file tax returns as the income is not assessable income.
