For an LTR Visa. Is it simpler to apply from my country Belgium or from within Thailand where I'm currently on a visa exempt? thanks for your advice

I applied for an e-visa (tourist single entry) online when I was in Belgium ... This was supposed to make the process easier. They took 40€ and never got the visa. I uploaded all the documents required and paid ... then they asked me 3 months of bank statement instead of a bank statement , then for "pdf" format flight tickets which I couldn't provide only my invoice was PDF file 🤗

Once they start processing your application the BOI staff are extremely pleasant to work with. I recommend applying in Thailand so you can work with them directly.

There's not really any difference. There's not even any mention of if you're in the country or not until after you're approved.
