Has anyone applied for the LTR visa for remote workers? Is this something I should apply for before entering Thailand, or can I enter with a tourist visa and then apply?

Once you're approved you then choose how you want to get your visa, either apply at your Thai embassy or pick it up in Bangkok.
Much better to get it in Bangkok so you have an actual visa in your passport rather than carrying around a printed sheet of paper for 10 years, and more importantly it's much cheaper. In Bangkok you'll pay 50,000 baht exactly. The embassies are charging hundreds of dollars more than what you'd pay in Bangkok.
