Can I obtain a year-long, multi-entry non-immigrant type O visa based on marriage to a Thai without proof of finances from Ho Chi Minh City?

in the area of Thailand there are two Thai Embassies who do not ask for financial requirements if you apply for the 1 year Multiple Entry Non Immigrant O visa based on being married to a Thai National and that is Savannakhet in Laos and Ho Chi Minh City in Vietnam.. What ever the requirements are in Europe at other Thai Embassies has nothing to do with this.

I thought that 60K THB was for the extension of stay, and not for the visa

why Visa Typ O is available every Thai Embassy, but must show Incoming Statment monthly about THB 60.000, good luck for him if the embassy there don't Care about this financial statements
