Go to your local immigration and get handed over their requirements as Brandon states. This is the general requirements for a regular Non O visa based on retirement at the immigration in Bangkok only as you have a clue. You’ll need 15-21 days left on your current stamp depending on where you apply.

Go to your local immigration office and ask them for their list of requirements to convert to the type of non-O visa you are trying to get. If you have enough time left on your current stay, and you can meet the requirements, and you're in Thailand as a tourist, then you should be able to convert.

Otherwise leave Thailand to another country in SE Asia with a Thai embassy and apply there.
