WP3 is the form to apply work permit by employer to MOL when you are aborad. What OP needs for application of visa and etc is the receipt of WP3 application. Your employer needs to contact local MOL if they are currently accepting WP3 application. You can get WP3 receipt doesn't assure you can get certificate to entry to Thailand though.
If you want to enter Thailand during this period you must have a work permit or permission to work and be prepared to pay a lot of money. Apart from the the required US $100,000 health insurance which also includes COVID medical care... you must pay for the 14-day alternative state quarantine which costs about 30,000-60,000 Baht.
