You will need the permission of the Thai Foreign Ministry to be allowed to enter Thailand at this time.

If your work permit is expiring your employer will need to contact the Ministry of Labor and ask for temporary permit until you can reenter Thailand.

Contact your home country Thai Embassy for instructions on how to apply for the special permission to enter.

Yes you can.. but keep in mind the approval process is also about the economic impact for your job.

Also the alternative state quarantine isn't cheap so you better be already making good money
