Will I face any issues applying for a re-entry permit if my 90-day report is overdue when leaving Thailand?
If I apply for a re-entry permit at the airport before I leave, will they ask for a 90 day report receipt? (90 day report will be overdue when leaving) AKA, if I’m leaving and coming back and my 90 day report is overdue, will I have trouble getting a multiple re-entry permit?

Simple answer... NO
WHEN you depart Thailand, or buy a re-entry permit at the Airport,
Thai Immigration does not check to see if you have made your 90 day report.
When you return the 90 days will start anew...but when you need to report your new 90 day report, expect to be required to do it in person and with a 2,000 Thai baht fine for not making your prior 90 day report timely.
