Can I leave Thailand and immediately return on a tourist visa the same day my work permit is cancelled?

Can I leave thailand at the laos border on the day my work permit and visa are cancelled (employment contract completed) and return the same day on a tourist visa on arrival? Or I must return min 24 hrs later?

The work permit was issued in Bangkok. I went to employment dept in Chiang Rai and they said I can not cancel there myself.

You need to cancel your own work permit and cancel your own work extension at immigration.

After that you can leave and return. There's no legal requirement to wait any amount of time. Though some borders are known to want you to wait 24 hours. Avoid the Poipet border if you're in Bangkok and going to Cambodia.
