TLDR : Answer Summary
The question relates to the planned reopening of Hua Hin on October 1, 2021, amidst concerns about rising COVID-19 cases and evolving guidelines. Although there were hints that international tourists might be subject to similar criteria as those in Phuket's sandbox scheme, consensus among commenters is that current predictions for COVID-19 could significantly influence these plans. Uncertainty prevails, with various opinions on whether the reopening will occur as scheduled.

The guidelines will be those that apply from October 1st.

Nobody can say what it will be.

But if the current predictions of the virologists and medical professionals are only partially correct, Thailand is heading for a disaster.

I am still happy to live here but come in this time, no matter where? You also have no guarantee to come back !!!

Stay safe - stay home!

We can’t tell you what’s going to happen tomorrow, let alone by October. Restrictions change daily. What’s good (bad) today will not be the same by then.

Highly unlikely. It was a plan about two months ago, until 150-200 Thais every day were dying. I'd say December

To say the lockdown has been 20% effektive is like saying, 17million/22million has one shot of vaccine, that 22%.

****
has 2 shots. That's 6.5% so...

Yes... the "lockdown" is as efficient as the "vaccin" penetration...

Coincidence?

Thailand projects that coronavirus cases in the country could double by early next month to 45,000 a day – despite lockdown measures.

The country, which recorded a record 23,418 new cases today and 184 new deaths (see 05:58), is struggling to contain its worst outbreak to date.

Thailand’s Covid-19 taskforce said lockdown restrictions had yet to make an impact and warned that cases are expected to rise significantly.

Spokesman Taweesin Wisanuyothin said: “The lockdown has been 20% effective but the infections continue to rise, projected to reach about 45,000 cases per day by the start of or mid September.”

Overall, Thailand has recorded 863,189 cases and 7,126 deaths.

I found it thanks for your comments

The Bangkok Post reports that international tourists visiting Hua Hin from October will need to meet the same criteria as those visiting Phuket under the southern island’s sandbox scheme.
