TLDR : Answer Summary
The community clarification indicates that there are no changes in the procedure for extending a Non-O visa during the COVID-19 outbreak. Applicants should visit the Immigration office to apply for a one-year Extension of Stay and can also explore a 60-day family visit extension based on marriage.

There are no changes in how to extend your stay inside Thailand when using the Non Immigrant O visa.
There is absolute no reason for an emergency letter.
Visit the Immigration office, get the hand out with requirements, make the copies and apply for 1 year Extension of Stay.
