TLDR : Answer Summary
Yes, you can get a new departure card at the Koh Samui Immigration office. Several users have reported their experiences, confirming that it is usually straightforward and can be done without major issues. Some mentioned having to provide a police report for a lost card, while others simply got a new card upon presenting their documents. Always best to check with the local immigration office for any specific requirements.

Samui should be fine ... plenty of people on KPG pages have reported being given a new one there.

I was told by a senior police officer that the penalty for losing a departure card is (potentially) death by hanging. He was not joking. Good luck.

you should be able to but remember some immigration offices want you to get a police report stating you lost your TM.6 card before they'll give you a new one. I don't know if Samui is like that or not
