I will arrive in thailand on the 8th march with a 60 tourist visa i will extend for 30 more days can i cross the border into laos and get another tourist visa

You are getting a visa. No limit. But eventually they might pull you up on it for not being a real tourist ;)

No one really knows that. Supposedly, it's best to use different consulates.
The limit you may have heard of is two visa exemptions at land borders pr calendar year (no known limit by air.)

no, you can't get a tourist visa by just crossing the border into lao and coming back.
BUT
You can go to the thai consulate in Vientiane Lao and buy a tourist visa
