Can you enter Thailand before your DTV visa is approved, and how do you obtain it afterward?

We applied for DTV through through eVisa and the Royal Thai Embassy of Madrid two weeks ago. The day after we applied they reviewed our application and asked for a couple of documents that we quickly provided. Since then we have been in a Pending Approval status. We leave for Thailand on the 9th. My question is has anyone arrived in Thailand prior to DTV approval and, if so, where do you go to get your DTV after it is approved?

You can’t activate your visa when you’re already in Thailand. You’ll have to leave the country again and then come back under the new visa.

A guy posted about arriving and entering on Visa Exempt. His DTV he applied for in USA was approved after his arrival. He flew in and out of the country which activated the DTV upon his re-entry.
