Once I apply for a DTV (outside of Thailand) am I permitted to enter Thailand normally visa free for the 60 days as normal? And if the DTV is granted could I then, just leave and re-enter to activate it?
Or do they not want you entering until the visa is either approved or denied?

A French did in January and was denied ... so go back to France no choice to wait in other country .... by chance I was approved a week after but very expensive experience ....
You should remain in your embassy/consulate jurisdiction until approved. You run the risk of them canceling your application/visa by entering before approval.
You're formally required to stay under the jurisdiction of the foreign mission while they're handling your application. They sometimes ask you to prove updated flight tickets to confirm you're still present or ask you to upload all passport pages, including blank ones.
Yeah, they don’t want you entering until the Visa is approved, but I had a friend who did that and it was fine. She had to spend ฿7000 on a border run to get her DTV stamp so maybe it’s worth just waiting a few more days?
