TLDR : Answer Summary
Yes, it is possible to border hop to Savenakhet to obtain an additional 30-day visa exemption. This applies if you are from a country that qualifies for a visa exemption. You can do this at a land border up to two times per year, but it is unlimited if you cross by air.

If you are from a nation that gets visa exempt, you can leave Thailand, stamp into another country, and then return to Thailand and get 30 days stamped into your passport. This is not a tourist stamp, it is visa exempt.

You are allowed to do this at a land border 2x per year.

they stopped that rule in December 2016. Whether land or air you get 30 days. Limit of two entries by land per calendar year as mentioned.
