Can I apply for DTV from Singapore as an EP holder after the August 2026 changes?

I'm planning on applying for DTV from Singapore soon. I hold EP from September 2025 until September 2027.

After August 2026 changes, can I do it as an EP holder (living in SG over a year), or do I need to go to my home country and apply from there?

Same thing for criminal record, I'm assuming if I can do it from SG, I'd apply for COC, right?

For Singapore after August 2026 change the rule is you must show you live in Singapore for more than one year to apply there. Since your EP is from September 2025 to September 2027 you will meet that one year mark after September 2026. So you can apply from Singapore and you do not need to go back to home country if you have EP and proof of stay like tenancy and EP card.

For criminal record, if you apply from Singapore they will ask for Singapore COC, Certificate of Clearance, not home country police paper. You get COC from Singapore Police Force and it needs to show your time in Singapore. Some people also add home country check as extra but main one they want is Singapore COC when you apply in Singapore.
