STV visa: has anyone successfully applied for an STV visa from a country they don't have permanent residence in?

The Thai embassy in Kuala Lumpur requests that: Non-Malaysian applicants have a permanent residence visa in Malaysia (I'm British).

I have asked the embassy but no reply yet.
