If I go to Thailand on a non O visa for retirement then see a job opportunity, can I apply for a work permit in Thailand or do I need to leave the country.
Answer summary
If you enter Thailand on a Non-O visa for retirement, you generally cannot hold a work permit on this visa. If you find a job, you would need to apply for a Non-B visa, which usually requires leaving the country to complete the application process, although some immigration offices may allow for an in-country change depending on the specific circumstances. It's important to note that not all positions may be available to foreigners, and transitioning from a retirement visa to a work visa can depend on the employer's preference.

Many thanks to Paul , John and Marianne for your information.
Why you want to work if you going on a retirement visa if you going to look for work stay in your own country and just travel to Thailand for a holiday
You would have to change to a Non-B unless your Non-O is based on marriage.
It can be changed in country at least at some Immigration offices, but employers seem to often prefer sending people out of the country to apply through the eVisa portal instead of doing it in country.
You can't hold a work permit on a Non-O visa based on retirement. You would need to leave Thailand and apply for a Non-B visa with documentation from your employer.
