Can I apply for a Thai visa online while currently in Thailand for my job change?

Im in the process of changing jobs. I was approved for the work permit and I was told to make appointment at the Thai embassy in Laos to process the visa. Is the new process for application all online now? The webpage keeps crashing and appears to only indicate the use of Evisa page. If so, do I begin the application process there in order to make appointment? And can I initiated this while Im in Thailand? (asks for proof of current location.

You can upload all of your documents while in Thailand except for current location then when you get your Laos entry stamp you can take a photo and upload that and submit your application within minutes of arrival

All Thai embassies and consulates now use the evisa system. You don’t physically go to them to apply (but you may be asked to attend after application) you do it online.

You must be in the country of the embassy or consulate you intend to use. Part of the application process will ask for proof that you are.

Once applied for you are meant to stay until approved. Some have managed to obtain visas after they have moved on elsewhere but there is a chance they could call you in for an interview - which obviously would be difficult to do if you’re not there, or if they see you’re no longer in the country could just outright reject the application.
