Can my daughter apply for a Non-O visa inside Thailand if my partner has a BOI work permit?

Hello can anybody help me. My partner has a work permit with Visa BOI company. Can our daughter get a non o visa inside thailand instead to go out? Immigration in Chiang Mai (we live here) was not that clear last time about it.

thanks employer will provide documentation. So if she will come back with another tourist stamp it would be possible?
