I’m applying for the DTV online. I’m a UK citizen but currently travelling. Currently in Anguilla, going via the states to Sri Lanka and then to Thailand. I won’t be in any place for long and don’t have residency in any of these places, I am just travelling as a tourist.
I heard I can apply for the evisa putting my current location as the U.K. as I am a citizen and therefore don’t need to prove residency etc. Is this the case if I’m not there? If not, where should I apply?

No, you can't do that. You have to be physically present in a location, apply using the consulate relevant to that location, and remain there until the visa is issued. So check the requirements of the Thai consulate at each of the locations you will travel to and see if you can apply there. Sri Lanka has no residence requirement to apply
Pretend you're going to the embassy and handing them your application and passport. That's how the Thai embassies see the process, even if it's all done online.
You're required to apply through the embassy where you are physically located, and you're required to remain within the jurisdiction of that embassy until your application is processed.
