I am a US citizen snd Florida resident. I have a FL driver’s license and FL address. 

Can I apply to the Thai Embassy in Washington DC (the one assigned to FL) from another country?

It’s online, so why does location matter? 

If yes… How do they verify location?

There is a small chance you could be called in for an interview, moreso if you apply for a DTV , unlikely but just another reason you need to be at home

Also both Visas require a local police check

But really if you are gonna lie on the application why stop there. But at least you aren't dumb enough to advertise to the world that you plan you lie and not follow you rules.

You must be physically present within the jurisdiction of the consulate that you apply through, your location is the second question you get asked when completing the application. If your not in the US you generally can't apply for either of these visas. If you are eligible for a Non-OA visa you might instead consider applying for a Non-O visa based on being over 50 which you can do at many consulates including the ones nearby to Thailand.
