Hi everyone, 

to apply for a DTV visa from Vietnam (that is not my home country), do I have to go to the embassy personally or can I apply online?

You must first schedule an appointment and then provide the application, documents & money at that time.

Edited: I just read that the Vietnam will start the e-visa system (which is all online) starting in October but the turn around time will be much longer...

not correct, you apply for an appointment to get IN THE GATE online, you apply in person, you wait the processing time, you go back in person to get the passport back with the visa in it
