Hello I would like to ask if I can apply for a retirement visa while I am in Thailand before the 31st of July. I entered on a 60 day tourist visa. I am hear now on amnesty. I have a bank account with the required funds. So are immigration offices giving out the retirement visas before the 31st of July. Or do I have to leave then come back to apply?

nope, no immigration office I know will let you apply for a 90 day Non-O visa based on being over 50 (retirement) from amnesty. You needed to do it before your 60 day tourist visa entry stamp ran out.
