Very quick question. My Non O-A Visa has a final admitted until stamp of 16/3/2020, can I apply for another Visa, Non O, from my home country before that date?

The important date to give any advice is the Valid Until Date mentioned on the visa. If this date is in the future, you can not get another visa as this visa is still valid. If this date is passed and you mentioned the date stamped in the small entry stamp Admitted until 16 March 2020, you can leave the country without a Re-Entry permit, this will cancel your current stay and apply for a new visa
Might I assume you are wanting a Non O to avoid meeting the health insurance requirements of the O-A? If so...may I suggest we all wait to see what exactly will happen following the October 31 effective date of health insurance requirement.
And yes you could apply for a Non-O...
but again it waits to be seen the process for doing it. Most likely will require a visit to Thai Consulate outside Thailand to get the Non-O.
And of course meet the financial requirements for the Extension of Stay for retirement.
