When does the one-year validity of a Non O-A retirement visa start: Upon application or entry?

My friend is in the process of applying for a Non O-A retirement visa from RTE London .. Can anyone confirm if the one year starts from

A- the day he states he wishes to travel on his E-Visa application

or

B- the day he actually enters Thailand

Can he apply and obtain his Visa now but not travel until let’s say January 2021?

Thanks Tod , so just to reconfirm . My friend can apply for his Visa next week and then enter Thailand on Jan or February 2021. He will be stamped in until Feb 2022?

your friend needs to see what the "request to enter thailand" process is like at the thai consulate in london. because they might not let him, buy the visa so far in advance of him traveling.

He starts with contacting the thai consulate OR by joining one of the "foreigners stranded abroad during the thai lock down f/b groups

He will be stamped in until the end of his insurance coverage but no more than 1 year.

an O-A visa is valid for a year from the date it's issued. As long as he enters thailand before the visa expires he will get stamped in for a year (or as long as his insurance is valid until up to a year).
