TLDR : Answer Summary
After entering Thailand on a 45-day ordinary visa, you can apply for a Non-O retirement visa immediately; however, doing so will result in forfeiting any remaining days on your current entry stamp. Immigration offices typically require that you have a minimum of 15 to 21 days left on your entry stamp to proceed with the application. The application for the 90-day Non-O visa incurs a fee and requires you to return after a review period for the visa to be issued.

you can apply right away but you lose all the time you have on your current entry stamp ๐ They don't add the 90 day non-O to the expiration date of your entry stamp
I'd say get here, GO to your immigration office get the hand out listing the 90 day Non-O visa requirements and ask them how many days you need left on your stamp to apply (Most offices require a minimum of 15 days left on your stamp, SOME are 21 days)
You will apply for the 90 day Non-O visa, pay the 2000baht, get a receipt that says come back after the under review period and when you do they will ink in the Non-O visa and a new 90 day stamp
THEN you wait until you have 30 days left on that and apply for the year extension for 1900baht, that one they issue on the spot

Are you able to leave the country while you have your 90 day Non-O visa?
when you apply for the 90 day Non-O at the immigration office you CANNOT leave until they issue the visa (between 14 and 20 days)
Once you get the Non-O visa and new 90 day stamp you can leave but have to buy a re-entry permit AND that re-entry is only good for those 90 days. Obviously you have to come back before that 90 days runs out so you can apply for the year extension. Then after you get the extension you buy another re-entry permit and it is good for the whole year
totally easy to get, once you go back to get the Non-O visa and new 90 day stamp inked in, tell them you need a re-entry permit and they'll tell you what to do

Tod Daniels is it at the end of this year extension when you need to meet the 800k criteria for renewal ?
you meet the 800K baht criteria to get BOTH the 90 day Non-O visa AND then 2 months later (when the funds are seasoned) you apply for the yearly extension.
The seasoning of the funds for banked money is 800K baht in a thai bank account in your name only for 2 months before you apply for the extension, the funds need to stay IN the account for 3 months after the extension is granted and then the balance can't go below 400K baht the rest of the year
it's difficult to open a bank account with a tourist visa so you might have trouble with that. You need the money in a Thai bank account already to apply for the conversion to non-O at immigration.
On the other hand many embassies require you to show 90 days of insurance to apply for the non-O overseas and you save yourself from that requirement applying inside the country.
Also if you already had a bank account, you have to prove the money in it came from overseas if you apply to convert inside the country but you don't need to prove that for the 1 year extension.
