TLDR : Answer Summary
Traveling to Thailand on a 30-day stamp and applying for a retirement visa (Non-O) upon arrival is possible if you meet the necessary requirements. However, it's important to note that you may need sufficient time on your stamp (usually 15-21 days) to complete the application for the Non-O visa. Some commenters also suggest considering obtaining the visa from your home country for a smoother process. Additionally, changes in visa duration may allow for 45 days starting from October.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
Explore recent discussions by using the Non-O Retirement Visa tag in the search box at the top of the page.
Get the Non Imm O in your home country. Much easier.

From October you’ll get 45 days! 👍

Can do. Timing will be tight for getting your bank account and money transferred as you’ll usually require up to 21 days left on a valid stamp to apply (some offices allow 15 days). You can always get a regular 30 day extension before you apply for the non O.

If you meet the requirements then why wouldn't you be?
then you might want to buy a cheap ticket out of Thailand within the duration of your initial entry to Thailand. If entering visa exempt then something within 30 days.
