its usual but not mandatory as you need to season your bank deposit for 2 months

unless using the Jomtien office there is no seasoning requirement for conversion to a Non O from a tourist or exempt entry.

I suspect you will get told that is how you do it, but if you push and shove they will admit it is not a requirement.

No not mandatory, but it may be your local office policy. You’ll need 15-21 days left on a valid stamp to apply so it may be necessary to get it anyway depending on your current stamp.

YES I'm thinking getting a stamp on arrival waiting next month there is talk a stamp on arrival 60 days perhaps get a O visa coming over next month wait and see.

Do not believe rumors of changed visa rules. Nothing has been decided and it is unclear if there will be any change and if so, in what way. Assume that there are no new rules and you are on the safe side. Good luck
