TLDR : Answer Summary
Yes, you can apply for a Non-B visa at an immigration office in Thailand without having to leave the country. It is typically required that you have at least 21 days remaining on your current visa. However, it is advisable to visit your local Immigration Office directly for the most accurate information and to obtain the specific requirements for the application process.

Google the requirements is not the best option, you will see more bu....it than you can handle. The best option is to just visit your local Immigration Office, ask if they can and will convert your visa and if yes ask the hand out with the requirements.

Yes, you are able to do it. They usually ask to have 21 days left on your actual visa. You better Google it to check the requirements

And only if your Admitted to Stay is from a Visa Exempt Entry or a Tourist Visa.

21 days in Chiang Mai, most offices that do it are 15 days, not 'left on your actual visa' but left on your admitted to stay stamp

Unless you want to convert a tourist to Non-B then this can be done in country
