TLDR : Answer Summary
Obtaining a Non-B visa while in Thailand is generally not permitted if you are currently on amnesty without a valid stamp in your passport. To apply for an in-country Non-Immigrant visa, you typically need to have a specific number of days remaining on your current visa or entry stamp, with most offices requiring at least 15 to 21 days. It is advisable to wait for any official announcements regarding the requirements for those under amnesty.

in order to apply for an in country Non-Immigrant Type visa you need "hard stamp" days left on what ever stamp allows you to be here. Most offices require at least 15 days but some require 21 days.

At this time I'd say wait for the announcement of what amnesty holders need to do, it's all you've got right now..

IF you are now on amnesty <- meaning you do NOT have a valid stamp in your passport to be here, NOPE, you can't.
