Can I apply for a non-B extension of stay before my current one expires, and will it always start on the same date each year?

My non b extension of stay expires on the 15th October 2019. If I am understanding this correctly, i apply for a new extension of stay before that date, it will go under consideration until the 15th October, if approved I return on the 15th for the new extension.

Question is can they do it earlier than the 15th or will it be that date every year while I am at the same school.

TLDR : Answer Summary
You can apply for a non-B extension of stay when you have 30 days or less remaining on your current visa. Even if you apply before the expiration date, the new extension will still start from your current expiration date (October 15 in your case), assuming everything is in order. Your application will go under consideration for 30 days, and you will return on the specified date to receive the yearly extension in your passport.

Even if you go before the 15th, they will still give you a year starting on the 15th, if everything is okay at least. No worries.

Most immigration offices allow you to apply for a new extension when you have 30 days or less left on your current one.

Many Non-B extensions get a 30 day under consideration stamp when you apply and then you go back on THAT date and get the yearly extension inked into your passport.

It won't go under consideration until your current extension expires it goes under consideration for 30 days from the date you apply for the extension THAT's the date the stamp says to return for the "results" <- meaning to get the rest of the year extension inked in.

so if I understand your response correctly, the 30 days under consideration will start on the 15th of October, so I would need to return around the 14th - 15th of November
