If I get a single entry 90 day Non O visa based on marriage at the Melbourne consulate can I apply for a multiple entry 12 month non o visa based on marriage after a few weeks in Laos?

I need to travel back to Thailand with my thai wife and stepson as soon as possible.

Why would you get a 90 day single entry Non-O visa from the thai consulate Melbourne? Just get a tourist visa or just fly in on a 30 day visa exempt entry.

Then after you're here go to the thai consulate in Savannakhet and get the year-long, multi-entry Non-O visa based on marriage to a thai

I cannot stay any longer than about 30 days at any one visit. I have to return to Australia to work every few weeks.

Tod Daniels last time I entered Thailand it was mentioned to me to get a different visa. Immigration phoned my fiancee to check my reason to visit Thailand and then let me enter saying everything was fine. It worried me so we changed our plans to marry legal in Thailand in February next year to marry legal while they she is visiting me here in Australia. So i am worried I will not be able to enter Thailand with my wife. That's why I thought I could apply for non o single entry here and then go to Laos.

Yes you can. BUT... if you want the ME Visa without showing proof of fundings, you can only get it in Savannakhet.
