TLDR : Answer Summary
The user inquired about applying for a 1-year multiple entry visa while holding a NON IMMIGRANT B single entry visa in Thailand. Community members informed that due to closed borders, applying at the Thai embassy in Yangon is not possible, but suggested the option of getting a 1-year extension of stay for the current Non-B visa directly within Thailand.

You could get a one year extension of stay for your NonB inside Thailand.

Contact local Thai Immigration and meet the requirements for the extension.

Sorry...As all borders are CLOSED...and you CANNOT FLY INTO THAILAND... you will NOT be able to make a visa application in Yangon or any other Thai Consulate in SE Asia.
