Yes to both, but with conditions:
*1. Can you apply for DTV from Cambodia?*
Yes. You apply via Thai Embassy Phnom Penh through the eVisa portal:
**********************
- select Cambodia as location.
Requirements for Phnom Penh:
- You must be physically in Cambodia - they ask for Cambodia entry stamp + Cambodia visa/eVisa + hotel booking in Cambodia
- They are stricter on bank seasoning - want 3 months full statements with 500k THB maintained, not just last month
- Processing 7-12 business days, but they often request extra doc
- Many people do Phnom Penh when doing border run from Thailand
It's doable but not the easiest consulate. If you are Thai resident on DTV already, you can apply from Cambodia no problem.
*2. Can you apply Japan visit visa at Japan Embassy in Thailand with DTV?*
Short answer: *Very hard, usually No.*
Japan Embassy Bangkok rule: You can apply in Thailand only if you have long-term residence status in Thailand - meaning work permit, ED visa with 1 year extension, Non-O/B, LTR, etc.
DTV is officially tourist visa category under MFA, even though it's 5 years. It does NOT give you a work permit or residence certificate that Japan embassy counts as long-term.
Bangkok Japan embassy staff have told DTV holders: "DTV is not eligible to apply Japan visa here, please apply in your home country."
What does work:
- If you have Thai bank account + 6 months statements + work permit - they may accept, but DTV alone without work permit gets rejected at document check.
- Some people got Japan eVisa (not embassy) online while on DTV - Japan eVisa portal doesn't care where you apply from. Try eVisa first.

You could consider reading a book or two before your trip. Iād recommend Unlock Thailand by Isla Rey on Amazon, it includes all the info and insights you need. You should check it out. A very good companion š.
