I got STV today and valid from 4 Feb. Can I amend my flight and ASQ from March to late February? I used my booking in March to apply STV

If your visa is valid from some date, you can use it for entry from that day onwards, up until it’s valid to date. Please consider, that you need a valid Certificate of Entry in addition. And that COE is only valid on the exact date (and flight) it was issued for.
