The STV has nothing to do with the Embassy but the Thai Longstay Company. Best give them a google and have a chat. The entry requirements are extensive.

There have been around 300 tourists, including from Chinese ports of origin who have arrived into the Kingdom and served out the mandatory quarantine period.

incorrect. The STV is issued by Thai Government and so the Embassy still grant it. Thai Long Stay is just an agent.

STV is extensive paperwork but easy enough to get together and present yourself to the embassy

I did it and I am in

I was told by embassy its not based on residency only on citizenship

You can get STV via RTE, does not have to be Thailand Longstay.

is RTE is Royal Thai Embassy ? Because I have asked them, and they clearly just told me no for a STV.

Yes, RTE is Royal Thai Embassy.

Your country needs to be classified as low risk for you to be eligible for STV, same applies if you go with Thai Longstay.
