There is no written law saying that you must keep the funds in your bank account during the 1 month under consideration stamp. However it’s an “unwritten rule”. I just went through this last week. I moved the funds while being under consideration and BKK headquarters asked for supporting document that the funds are still there. I was told that it was a random check. In the end I got the yearly extension anyway but it was a lot of hassle. I had to show what the money was used for, provide pay slip of my wive’s salary and other “supporting documents”. Best recommendation is “don’t touch it because of the random check”
If you are under consideration for the initial 90 day visa and will then apply for a 12 month extension then I would leave the money alone as it needs to be in your account for 2 months before you apply for that extension
during the One month UNDER CONSIDERATION time period awaiting Thai Immigration approval of your extension of stay as Married.
Don't touch the 400,000 until that One year Extension STAMP is in your passport !

we advise people that until you get the 12 month extension IN your passport you leave the 400K baht in the bank.
From what you wrote it sounds like you're still on the very FIRST step <- applying for the 90 day Non-O visa, waiting the 2 weeks of under consideration, THEN you will go back and get the 90 day stamp THEN you will wait 2 months until you have 30 days left and apply for the year extension
You can't move the funds at all until you apply for the year extension,
, the requirements of the remaining days are totally different for applications for in-country visas and extensions. As a general rule (means at most offices),
For in-country visa applications, you have to have MINIMUM 15 days (means when you have 15 days or MORE remaining) with your current entry stamp to be able to apply for an in-country visa. Because the "under review" period is before the visa is granted.
For a 1-year extension application, you can apply when you have 30 days as MAXIMUM remaining (means when you have 30 days or LESS remaining) with your current stamp after you get an initial 90 days stamp. The "under-consideration" period for some type of extension is the first part of a new extension after the extension is granted, and that would be added.
