Hi! I have a question, for a relative, about yellow fever certificate.

If someone over 70 years old cannot be vaccinated against yellow fever due to it is a risk for his health, so he is exempt to do it, and have a certificate of it, Can this person enter as a tourist to Thailand? Does he need to show any extra document or travel with any kind of special medical insurance or something similar?
