Can you apply for a Thailand DTV from a country where you're not a permanent resident?

My girlfriend is a Mexican citizen currently living in Vancouver, Canada.

She recently graduated and applied for her Post-Graduation Work Permit (PGWP) before her study permit expired. Her application is still pending, so she's currently on maintained status in Canada.

We're hoping to apply for her Destination Thailand Visa (DTV) through the Thai Consulate in Vancouver.

I actually called the Thai Consulate in Vancouver twice. The first time, a man answered and told me that she could apply from Canada despite not being a permanent resident.

However, when I called again, a woman answered and said she wasn't sure and that I would need to email them for clarification.

The problem is that they take forever to respond to emails, so I'm hoping someone here has firsthand experience.

My questions are:

1. Do you need to be a permanent resident of the country you're applying from, or is legal temporary residence enough?

2. Has anyone successfully applied for a DTV while on a student permit, work permit, or maintained status in another country?

3. Has anyone applied through the Vancouver consulate in a similar situation?

Would really appreciate hearing from anyone who's been through this, especially with the Vancouver consulate!
Summary so far
The query discusses whether a person on maintained status in Canada can apply for a Thailand Destination Visa (DTV) through the Thai Consulate in Vancouver without being a permanent resident. The author received mixed responses from the consulate, prompting them to seek clarification on the requirements. Community comments indicate that while some embassies accept legal temporary residence, others require applicants to be permanent residents. A consensus suggests that applying from her home country may be necessary due to the specific requirements, emphasizing the need for direct confirmation from the consulate.

The requirements are very clear, home country or country of permanent residence. Although your gf is currently in Canada she is neither a citizen of Canada nor does she have pr status.

As frustrating as this may seem, she will have to apply from her home country - Mexico.

Although your girlfriend is legally staying in Canada under maintained status, this doesn't automatically mean she's eligible to apply for a DTV through Vancouver, especially under the updated DTV requirements. I'd strongly recommend getting written confirmation directly from the Thai Consulate in Vancouver before applying. Keep in mind that every application is different. Even if someone in this Facebook group has been in a similar situation and received approval, it doesn't guarantee the same outcome for your girlfriend. Since visa application fees are non-refundable, it's better to confirm directly with the consulate rather than rely on someone else's experience.

Legal temp residence is accepted in some countries like Vietnam. It is Embassy specific; not all accept temp residency. I got my DTV while on a employment visa in Japan and many others have done similar. That was before the new rules though, now I would have to go back to the Uk to apply. Have you contacted Vancouver via their socials?
