TLDR : Answer Summary
A Nepalese passport holder cannot obtain a visa on arrival for Thailand and must apply for a tourist visa in advance through the Thai Embassy, preferably in their home country. If residing in Australia, it may be possible to apply at the Thai consulate in Sydney or Canberra by proving residency with an entry stamp.

as long as you can show your entry stamp to Australia you shouldn't have any issue applying for a tourist visa from the thai consulate in Sydney or Canberra,

Citizens of Nepal can only apply for a Visa in advance in their home country's Thai Embassy. Thai Embassies abroad only accept applications of these countries' citizens if they have a resident permit of the country they want to apply from.
