TLDR : Answer Summary
A citizen of Laos, upon entering Thailand as a tourist, is granted a 30-day visa waiver. This visa waiver is not eligible for an extension; thus, the tourist must exit Thailand and then re-enter to obtain a new visa waiver or visa.

Citizens of Laos receive a 30 day visa waiver stamp on entry to Thailand. This is not eligible for an extension.

I see. This restriction is Only for Laos citizens? So they must go out of Thailand and return to have 30 days more? How many times per year is possible to do this?

it's not only for Laos citizens. It's for everyone that receives visa waiver through bilateral agreement. The entry days vary from 15-90 based on the agreement these countries have with Thailand.

There is no limit written into law. Citizens of neighboring countries likely have much more leeway to leave and return than others.
