TLDR : Answer Summary
Lao citizens cannot extend the 30-day stay in Thailand granted by the bilateral agreement. This rule applies to several countries, including Laos, under the ผ.ผ.30 stamp, which does not allow for an extension.

Nope, people from 6 countries who get stamped in with the ผ.ผ.30 stamp (bilateral agreement or visa waiver) cannot get a 30 day extension on their 30 day entry stamp.

Those countries are Hong Kong, Laos, Macao, Mongolia Russia & Vietnam

these are the only countries that can't get a 30 day extension on a real 60 day tourist visa; Sri Lanka, India, Pakistan, Bangladesh, Iran, Nepal, Togo, Nigeria, Uganda

I just checked and Lao nationals have NO limit to the number of 30 day visa waiver entries they can get by land (unlike people who enter on 30 day visa exempt entries who can only get TWO per year by land)

i don't think Lao is on the two visa waiver entries by land per year rule. I know there is no official limit for them to fly in.
