1. Do you know if people from countries that get 90 days tourist visa (Peru, Brazil, etc) are elegible to apply for a 30-day visa extension?
2. I read in a recent post that we can attempt to apply for a visa extension *before* the amnesty period finishes, *if* we haven’t applied to one. Is this still a valid thought?
3. If it’s possible, is there a place where I can read all the documents I’d need to submit/ process to do this?

No, they are not. THey can not get an extension of stay based on being a tourist on a 90 day bilateral agreement entry stamp.

Most people do not enter on a 90 day bilateral agreement stamp, and instead enter on a tourist visa or a visa exempt stamp.

Each immigration office has their own requirements, and there is no one-size-fits all. However, you do not qualify for an extension of stay based on being a tourist since you entered on a 90 day bilateral agreement.
If you used the 90 day bilateral entry stamp, than you can not apply for a 30 day Extension of Stay. You get this stamp if you did not visit a Thai Consulate before you made your way into Thailand to buy a VIsa, like the Tourist visa which gives you only 60 days on entry.
