TLDR : Answer Summary
Bulgarian passport holders who acquire a 60-day tourist visa from a Thai consulate can indeed apply for a 30-day extension while in Thailand. However, those who enter Thailand on a 15-day visa on arrival have more limited extension options, typically only a 7-day extension. Overall, the 60-day visa holders are treated similarly to other nationalities regarding extensions.

Hmm, I just noticed that bulgarian's BUY a 15 day visa on arriaval to thailand when they show up for 2000baht and I know they can only extend that for 7 days on the extension denied stamp.
Now I don't know if that has any bearing on IF they show up with a 60 day tourist visa if they can get the 30 day extension or not.
I would imagine if they are here on a 60 day tourist visa they got from a thai consulate they'd be treated like anyone else as far as the 30 day extension.
