Because those countries don't get visa exempt. The citizens of those countries can enter Thailand on a bilateral agreement which means the governments of both countries have agreed to let their citizens enter for an equal amount of time both ways. So Thais can enter Brazil for 90 days just like Brazilians can enter Thailand for 90 days.

so if I were to there from the USA what is the longest that I could stay before I needed an extension? Also are extensions hard to get in Thailand.

if you travel to Thailand without a visa with a US passport and enter on visa exempt, you can get 45 days and one 30 day extension, giving you 75 days before needing to leave the country.

If you buy a tourist visa before travelling you'd get 60 days and you can get one 30 day extension, giving you 90 days before you'd need to leave the country.
