TLDR : Answer Summary
The conversation confirms that most Thai visas, including tourist, business, study, and non-O visas, can now be processed online as e-visas. However, there are exceptions where some consulates require in-person visits for payment or interviews. It's also crucial to be physically present in the country where the visa application is submitted until approval or rejection is confirmed.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.

The only THREE embassies I know of that still require an in person visit are Vientiane & Savannakhet in Lao and Yangon in Burma. You have to GO to those consulates to pay in person after you file the online eVisa application
All the rest have the online application and pay portal meaning you don't go to the consulate
You DO have to be in the country of the thai consulate you're applying at and you do have to remain in that country until the visa is approved or rejected before you come back
you can't apply without your passport. Embassies require you to be in the country of the embassy you apply through and can ask for entry stamps, copies of all pages of your passport and so on. They can also ask you in for interview where you would need to show the passport
