TLDR : Answer Summary
When applying for a visa online from Thailand, you typically need to be in the country where you are applying. An interview may be required for some applicants, depending on their individual circumstances. If you do not have a residence, there may be questions about your application process.

You apply in the country you are currently in , you MUST prove you are actually there. You wait in that country for visa approval.
