anyone with experience of obtaining the tourist visa throught the new evisa system that can help me here?

i want to apply for a tourist visa since im unable to wait for picking up my elite visa in norway. i suddenly need to go to spain and portugal for work next week. plan is to travel from there to the phuket sandbox scheme in november. i know that citizens from norway no longer would need quarantine when entering bangkok from november 1 likely, but i would think that i anyway would need to stay in norway for at least 21 days as the rules are from low risk countries in the sandbox sheme.

anyway, my question really is about the application of the new stickerless evisa thing. is it so that i apply online and does not have to meet in person at my local thai embassy at all?
